The MOON base

IF you want to take over the moon and claim it as your own..there will be war. Article VI of the 1967 U.N. Outer Space Treaty, which was ratified and is currently in effect states that NO country, state, organization, group or individual is allowed to claim property of the moon. They want the moon and everything in space to be free of ownership. But doesnt that mean they own it then?
